Can Harley stop a worldwide conflict?
Harley has learned that Atlantis is somehow connected to the Joker and she arrives just in time to see the leaders of the world trying to decide what's going to happen next.
Let's get this out of the way: There's no plot here.
This is not necessarily a bad thing since Frank Tieri uses this chapter to simply deliver wacky stuff after wacky stuff and sometimes it does work. The inclusion of Lobo into the title makes sense for once since he does have a history with Harley and that allows for a few fun scenarios although is mostly sexual and weird humour which sometimes can be a bit over the top (but then again, Harley is supposed to be over the top).
On the other hand, I feel like a bit of actual substance would have made this contrast better with the silly stuff. Some character work to reflect how all of this creates parallels with Harley's insane or something, that's what made Jimmy Palmiotti and Amanda Conner's run so worth reading since, despite that it was pretty goofy it was at times, they still keep the heart of the character intact. Not to say that Tieri won't develop that in the final issues but this one is just lacking.
Inaki Miranda's artwork is pretty good as usual with a clean style and expressive characters.
Not that good, let's see how it concludes.
