Is Oliver Queen truly guilty?
The Citizen is ready to make the richest people of Seattle pay and Oliver is his next target, the worst thing is that he might actually deserve it.
This run continues and actually presents an interesting dilemma.
Julie and Shawna Benson deliver a new installment which depicts the problem of people implementing their own justice. The characterization is pretty solid once again due that Ollie and Dinah realize that The Citizens' actions are completely wrong and that the justice system is the only one who can decide who is truly guilty (and once again, is a breath of fresh air considering how rich people in the last run were treated).
However, the story goes for a surprising direction once that The Citizen reveals that Ollie has a few terrible actions that he wasn't even aware of, the whole situation is played with ambivalence and what the villain presents might not really be true. That being said, the issue offers an interesting conflict for Ollie where his past once again clashes with his present and puts his beliefs into a test which leads to a pretty interesting cliffhanger.
Javier Fernandez remains in art duties and his work is still really strong thanks to his wonderful storytelling the depicts every scene perfectly.
