The Flash will need all the help he can get.
Barry is investigating about the new Forces and Commander Cold is trying to work as his partner but even their combined forces might not be enough for what is about to come.
A new storyline begins and so far seems like an interesting one.
Joshua Williamson brings a new chapter where he plays with the ramifications of Flash War with Commander Cold being unable to return to his time and forced to work along with Barry. The most compelling aspect of the issue I believe is just at the opening when Williamson explores the Multiverse and the many different versions of Flash in a way that is heavily inspired by Grant Morrison's work on his The Multiversity event and even expands on it, is a shame that this section doesn't last too long.
The rest of the issue is still decent though due that the writer creates an enjoyable dynamic between Barry and Commander Cold and developes the clear parallel between the two while also exploring the mysteries behind the Strength Force by connecting it to some of the book's villains.
Christian Duce handles the art and is solid for the most part but a bit incosistent. Sometimes the characters and style seems really polished while at others it just looks kinda awkward.
Good read overall, hope the arc is satisfying.
