Batman believes that there are bigger threats coming and he's ready to form a team to prepare for them.
Everything has been building-up to this people.
As you already know, the different JLA one-shots that have been released recently served to meet the multiple members of this team and in that regard they did a pretty solid job. Handled by Steve Orlando once again, follows that development by creating a justification about why Batman wants these particular characters and is creating a few plot-points for upcoming storylines.
The thing is that, like most Rebirth issues, this is mostly a prologue for things that are about to happen and asks for certain familiarity with these characters since it doesn't waste much time introducing them. If you followed the previous one-shots there shouldn't be any problem but if you didn't this might be a bit underwhelming since it doesn't offer much beyond the recruitment so if you're not invested in these characters already this won't change your opinion.
The justification behind Batman's motivations is a bit questionable, not only because it has frikking Lobo on the team but also because of how this reasoning has been used a few times in the past already but let's see where it goes.
Ivan Reis handles the artwork and is brilliant with beautiful characters and a pretty vibrant style.
Pretty usual Rebirth installment, hopefully the next one offers more.
